Delaware County drug sweep nets eight arrests

A five-month investigation into local drug activity in Delaware County has netted eight arrests, county police announced today. Five women and three men were arrested recently and charged with a variety of heroin- and prescription-drug-related offenses.

According to a statement from the Delaware County Sheriff's Office, the arrests were made after a county grand jury handed down a number of sealed indictment warrants on Friday, June 14. The investigation and arrests were carried out by sheriff's deputies along with the Delaware County Probation Department, the Walton and Sidney village police departments, the Chenango County Sheriff's Office and New York State Police.

The investigation is ongoing, and undersheriff Craig DuMond said more arrests are pending.

A list of the arrestees, from the Delaware County Sheriff's Office:

Miguel E. Santiago, 23, of South St., Stamford, NY, was arrested by Sheriff’s Investigators, assisted by Stamford Troopers, on a Sealed Indictment Warrant charging him with two counts of Criminal Sale of a Controlled Substance in the Third Degree (class B felonies). Santiago is accused of selling Heroin in the Village of Stamford on two occasions earlier this year. 

Gerard “Jerry” F. Johnson, 30, of East St., Walton, NY was arrested by Sheriff’s Investigators, assisted by Stamford Troopers, on a Sealed Indictment Warrant charging him with three counts of Criminal Sale of a Controlled Substance in the Third Degree (class B felonies) and one count of Endangering the Welfare of a Child (class A misdemeanor). He is accused of selling Heroin in the Village of Walton on three occasions earlier this year and having his children present at the time of one of those transactions.

Nancy M. Tomao, 45, of Winegard St., Sidney, was arrested by the Sidney Village Police Department on a Sealed Indictment Warrant charging her with one count of Criminal Sale of a Controlled Substance in the Fourth Degree, (class C felony). Tomao is accused of selling a prescription controlled substance in the Village of Sidney.

Tomao was turned over to Delaware County Sheriff's Deputies to be held pending arraignment.

Jordan R. King, 20, of St. Hwy. 7, Unadilla, was arrested by Sidney Troopers on a Sealed Indictment Warrant charging him with one count of Criminal Sale of a Controlled Substance in the Third Degree (class B felony). King is accused of selling a prescription controlled substance in the Village of Franklin earlier this year.

King was turned over to Delaware County Sheriff's Deputies to be held pending arraignment.

Kim M. Chlad, 56, of Rexford Falls Rd., Sherburne, was arrested by the Chenango County Sheriff’s Office Detective Division on a Sealed Indictment Warrant charging her with one count of Criminal Sale of a Controlled Substance in the Fourth Degree, (class C felony). Chlad is also accused of selling a prescription controlled substance in the Village of Sidney earlier this year.

Chlad was also turned over to Delaware County Sheriff's Deputies to be held pending arraignment.

Sande A. Lower, 25, or Rich Road, Oneonta, was arrested by Delaware County Sheriff's Investigators on a Sealed Indictment Warrant charging her with one count of Criminal Sale of a Controlled Substance in the Fourth Degree, (class C felony). Lower is accused of selling a prescription controlled substance in the Town of Franklin earlier this year.

Mandi R. Stratton, 24, of Townsend St., Walton, was arrested by Delaware County Sheriff's Investigators on a Sealed Indictment Warrant charging her with one count of Criminal Sale of a Controlled Substance in the Third Degree, (class B felony) and Endangering the Welfare of a Child. Stratton is accused of selling Heroin in the Village of Walton earlier this year and having her child present during that transaction.

Each of the defendants was arraigned before Delaware County Court Judge Carl F. Becker on Monday and ordered to be held in the Delaware County Correctional Facility without bail pending future court appearances.

Jessica A. Woodcock, 26, of East St., Walton, was arrested by Delaware County Sheriff's Investigators on a Sealed Indictment Warrant charging her with one count of Endangering the Welfare of a Child (class A misdemeanor). Woodcock is accused of allowing her children to be present at the time of a heroin sale transaction.

She was arraigned before Delaware County Court Judge Carl F. Becker on Friday and was released on recognizance pending further court action.
