Police arrest two more in Ulster County copper theft investigation

Two new arrests have been made by state police following a month-long investigation into copper thefts around the region. The investigation has yielded three arrests so far.

Highland resident Joseph A. Cioto, also a wanted parole fugitive, was arrested on Friday, May 18 and charged with second-degree burglary and second-degree criminal mischief. On Tuesday, May 22, New York State police also arrested 24-year-old Plattekill resident Richard Potter and his wife, Kelly Cioto.

Potter faces charges of burglary in the second degree, criminal mischief in the second degree, possession of burglar’s tools and hindering prosecution in the second degree. 

Kelly Cioto was charged with hindering prosecution in the third degree, and was issued an appearance ticket for the town of Plattekill court.

Potter was arraigned in the town of Lloyd court and sent to the Ulster County Jail pending another court appearance.
