JOB DESCRIPTION
The New York City Department of Environmental Protection’s (DEP), Bureau of Water Supply is seeking an experienced City Research Scientist, Level II.

The selected candidate will work in the Operations Directorate, for the Watershed Monitoring and Operations Support (WMOS) section, located in Kingston, NY, under the direction of the Deputy Chief of WMOS.  The selected candidate will use the Operations Support Tool (OST) software system and other analytical tools to assist with administration of the New York City Water Supply reservoir system. The selected candidate will be responsible for providing routine short-term operational decisions through the use of position analysis and related data analyses; performing specialized modeling as needed during periods of water quality issues or other non-routine conditions; providing guidance for reservoir operations before and during planned infrastructure outages; providing support for unplanned infrastructure outages and other emergency situations; evaluating long-term operating rules and policies; and evaluating the impacts of climate change on the water supply and possible operational responses to mitigate those impacts; producing data and reports for operational, regulatory, legal and scientific purposes; will represent the agency on these matters at meetings and conferences; providing leadership in the development of new methodologies and approaches to analyzing, modeling, and operating the water supply system; and will work with the development team to build and implement OST.

QUALIFICATION REQUIREMENTS
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or

2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or

3. Education and/or experience which is equivalent to "1" or "2" above.  However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

ESSENTIAL SKILLS
The selected candidate must have fluency with computer modeling software. Knowledge of Oasis® software and CE-Qual-W2 a plus.  In addition, candidate should be knowledgeable of hydrological systems and hydrological modeling, including reservoir systems modeling.
