When I drove by just before 9 am, the center Triangle formed by the intersection of Country Route 40 (Old Plank Road) and Route 212 was flooded -- I think that's the intersection you mean. A crew of Ulster County DOT folks were in waders trying to open the drainage area in the center of the triangle, and someone from the house immediately downhill from the "4 Corners" was taking photos of the water rushing into her yard.

According to NY-Alert and 511ny.org, the intersection of Rte. 28 and Rte. 212 in Mount Tremper in Shandaken is covered with water. Both lanes of Route 28 are reportedly blocked, and traffic is being re-routed to Old Route 28 and County Route 40/Wittenberg Road for the next 6 hours.
Here's the text of the NY-Alert:
N/S State Hwy 28 at State Hwy 212 Road Closure at 9:25AM T/Mount Tremper, Ulster Co for approx 6 hours due to sever flooding.
Motorist should use Old Route 28 & County Route 40 Wittenberg Rd as an alternate.
