8:30pm: Over the phone, Watershed Post contributor Fred Harris on Bridge Street in Delhi reports that the West Branch of the Delaware River is rising in Delhi, but is not over the bridges yet:
"It looks like it's about 12 inches lower than the Bridge Street bridge. It's still rising. They've shut down a couple of streets here. Page Avenue is shut down. They've shut down Bridge Street. I think 28 is open -- I see cars going back and forth. I think it's 1996 flood here, too."
