Mid-Hudson News and the Times Herald-Record are reporting that the DEC and the Sullivan County Sheriff's Office are investigating the supervisor of a Sullivan County cemetery about bags of blood-soaked linens and bandages which were found aboveground. Mid-Hudson News explains why the bags of medical waste might be there in the first place:
Under Jewish tradition, all body parts and fluids must be buried with the deceased. It is typical that material containing blood is gathered at the scene of an accident, bagged up and placed in the grave with the body.
In this case the bags appear to have been lying on the ground in the cemetery for several days and animals had begun to tear them open and carry off the contents, police said.
