So says the National Weather Service, which has issued a flood watch for much of New York State, including Sullivan, Delaware, and Otsego counties. The NWS office in Binghamton had special warnings for the Catskills, and anyone living near the West Branch of the Delaware River:
LIGHT RAIN WILL CONTINUE TO SPREAD EAST THROUGH THE REGION TODAY AND HELP SATURATE THE GROUND. RAIN WILL BECOME HEAVY LATE TONIGHT AND WEDNESDAY MORNING AS A STRONG STORM SYSTEM MOVES OVER THE AREA. WIDESPREAD RAINFALL AMOUNTS OF 2 TO 4 INCHES ARE EXPECTED THROUGH WEDNESDAY NIGHT...WITH LOCALLY HIGHER AMOUNTS POSSIBLE ACROSS PORTIONS OF THE CATSKILL AND POCONO MOUNTAINS.
* HEAVY RAIN IS EXPECTED TO MOVE INTO THE FINGER LAKES BY DAYBREAK WEDNESDAY...SPREADING EAST TOWARD THE INTERSTATE 81 CORRIDOR DURING THE MORNING AND INTO THE CATSKILLS BY EARLY AFTERNOON. THIS WILL BRING THE POTENTIAL FOR FLASH FLOODING TO THE ENTIRE AREA WEDNESDAY MORNING. SMALLER STREAMS AND CREEKS MAY SEE SHARP RISES DUE TO EXCESSIVE RUNOFF ALONG WITH FLOODING OF LOW LYING AREAS. MINOR FLOODING WILL BE POSSIBLE AT SEVERAL POINTS ALONG THE MAINSTEM CHEMUNG...SUSQUEHANNA AND WEST BRANCH OF THE DELAWARE RIVER AS WELL AS THEIR TRIBUTARIES.
