The New York City Department of Environmental Protection (DEP) protects public health and the environment by supplying clean drinking water, collecting and treating wastewater, and reducing air, noise and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. We deliver 1.1 billion gallons of high quality drinking water per day to 8.3 million New York City residents and more than 1 million people in Upstate New York, and we collect and treat an average of 1.3 billion gallons of wastewater per day.

The Bureau of Water Supply seeks to hire a Procurement Analyst Level I to work as a member of the procurement purchasing team within the Management Services & Budget (MS&B) Directorate. This position will report to the procurement team and under supervision, will handle processing and completion of orders. This position will report to the Bureau’s Grahamsville, NY offices located at 7870 Rte.42.

The Procurement Analyst will be required to:

•Process orders utilizing the New York State Requirement Contracts, New York City Requirement Contracts, New York City Requirement Contract Maintenance Repair Order - Punch Out (MRO) orders, or micro-purchase orders as necessary.
•Become familiar with and follow established procedures to process orders in compliance with all NYC Procurement Policy Board (PPB) Rules and in accordance with Comptroller’s Directives.
•Prepare orders in a timely and accurate manner in accordance with requirements and submit them to the procurement processing team.
•Work closely with staff within MS&B and the other Directorates. Will need to utilize SharePoint to coordinate orders, become familiar with computer systems to process orders. In addition, candidate will need to become proficient on the Department of Citywide Administrative Services (DCAS) MRO system.
•Travel may be required, utilizing a NYC vehicle, between DEP sites to fulfill this position.

Minimum Qualification Requirements

1. A baccalaureate degree from an accredited college and six months of satisfactory full-time professional experience in procurement of goods, services, construction or construction-related services, or professional, technical or administrative experience in contract negotiation/management; or

2. An associate degree or completion of 60 semester credits from an accredited college, and 18 months of satisfactory, full-time professional experience as described in “1” above; or

3. A four-year high school diploma or its educational equivalent and two and one-half years of satisfactory full time professional experience as described in “1” above; or

4. A combination of education and/or experience equivalent to “1”, “2”, or “3” above. College education may be substituted for professional experience under “2” or “3” above at the rate of 30 semester credits from an accredited college for 6 months of experience. However, all candidates must have at least a four year high school diploma or its educational equivalent and 6 months of the experience described in “1” above.

SPECIAL NOTES:

To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level I or one additional year of the experience described in "1" above.

To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level II or two additional years of the experience described in "1" above, at least one year of which must have been supervisory, or spent performing professional procurement duties equivalent to those performed at Assignment Level III.

Preferred Skills

•Familiar with Financial Management System (FMS) along with other procurement tracking systems.
•Must have strong interpersonal skills and also work well with other team members.
•Computer aptitude with Microsoft Office programs such as Excel, Word, Access and Outlook.
